GOING ABOVE AND BEYOND: THE RELIANCE SHOVEL
The management team at our Reliance Plan in Irwindale, California discovered that while their thirteen year old electric shovel met current air quality standards, the local air quality agency, South Coast Air Quality Management District (SCAQMD), was offering funding incentives to companies that were willing to replace or retrofit existing equipment above and beyond what was currently required.
The SCAQMD is the air pollution control agency for all of Orange County and the urban portions of Los Angeles, Riverside, and San Bernardino counties, the smoggiest region of the United States. It provides funding incentives and other opportunities to assist businesses, especially those businesses whose goal is to go above and beyond what is required by regulations. SCAQMD's SOON program (Surplus Off-Road Opt-In for NOX) provides funding assistance to applicable fleets to repower or replace older, high-polluting, off-road diesel vehicles with new, cleaner engines and equipment, helping them not only meet current standards but to take their equipment to a tier beyond what is required.
The Reliance team applied for and received a grant from the agency in order to retrofit our 1997 diesel powered shovel with a new and more efficient engine. The grant paid for over 85% of the cost of the new 1600 hp engine. With the new replacement engine, the shovel will now save an average of 3.81 tons of NOX based on the annual operating hours and 6 gallons of fuel per hour of operation, significantly reducing the shovel's environmental footprint. The retrofit of the shovel was completed in March 2011. Actual savings will be reported beginning with 2011 report.
